ADFIAP - 1976
ADFIAP, the Association of Development Financing Institutions in Asia
and the Pacific, was established in October 1976 at the fourth
regional meeting of the Asian Development Bank in Manila. H. F. G.
Lembruggen from Malaysia served a short period as first chairman and
then Vicente R. Jayme of the Private Development Finance Corporation
of the Philippines (PDCP) served for ten years providing the
leadership and the facilities for making ADFIAP into a strong
association. In 1976 there were 31 development banks in Asia and the
Pacific which became charter members of ADFIAP.
Since its inception, the Board of Directors decided that ADFIAP would
be an autonomous association relying mainly on its members
support.
For the first ten years, PDCP contributed office space in its building
to house the ADFIAP secretariat and seconded Orlando P. Peņa,
President of its consulting subsidiary, Asia Business
Consultants, to
organize and direct the ADFIAP secretariat. Orlando Peņa became the
first secretary general and chief executive officer of
ADFIAP, a
position which he still holds at present, in 2000. In 1989, ADFIAP
purchased its own office premises in a building in Makati, Metro
Manila.
To augment the contributions of its members, ADFIAP has relied on the
support of international sponsors with which it shares common interest
and objectives, particularly the Economic Development Institute (EDI)
of the World Bank, the Asian Development Bank (ADB), the United
Nations Development Program (UNDP), UNIDO, the German Foundation for
International Development (DSE), the United States Agency for
International Development (USAID), the Association for Overseas
Technical Scholarships (AOTS) of Japan and the research and training
centers of its members. As of 2008, ADFIAP had 95 members from 37 countries and is a non-governmental organization (NGO) member of the
United Nations Economic and Social Council (ECOSOC). The ADFIAP
