COMMITMENT
AND CHANGE
This refounding
of the WFDFI will be feasible only if its Regional Members show
their commitment to this measure by providing institutional support
and paying their membership fees in full as due. This would enable
the present Secretariat under ALIDE’s charge (with the type of
Secretariat that is decided upon later on) to offer its members
effective and executive service.
Unless that commitment is forthcoming, it will not be possible for
the Secretariat to act with determination, leaving the Federation to
continue for a little longer the modest existence it has been
leading lately.
The Federation can only be as successful as its members want it to
be. Their membership fees will serve as seed capital to raise
(leverage) other technical, human and financial resources.
The time has come for the WFDFI to change. Unless this occurs now,
it will be necessary to rethink the very reason for its existence
when it reaches its 26th anniversary. Globalization and the more
favorable environment that exists today at the world level for
development banks –as an appropriate mechanism for financing
development and production and service sectors that have an economic
and social impact— so demand. The strengthening and relaunching of
WFDFI have begun, are in process, then, bearing in mind that had it
not existed, it would be necessary to create it. That was the vision
of its founders.
