Political Voice in Support of
Development Banks
In the European Union and the United
States, banks are sponsoring important legislation and reforms,
which, if adopted, will change the international financial system by
widening the scope of business of commercial banks, making it more
universal and reducing their financial and business risks. To
strengthen and upgrade the status of development banks, they also
need to receive political support from their associations, clients
and the financial system. The WFDFI also needs to provide policy
advocacy services, as well as assistance and support for any
legislation and reform that is needed in the interest of development
banks through direct interventions, correspondence, publicity,
publications, television, other media, conferences and seminars. The
support of donor institutions in high-income countries is also to be
mobilized to further the interests of development banks in
developing countries.
In
this regard, the World Federation will request:

International
and regional development banks and financial institutions to
refocus their financial structuring programs to help developing
countries strengthen their development financing policies,
practices and institutions by opening lines of credit or lines of
financing for national development banks;

National
authorities to consider supporting existing development banks to
ensure efficient operations and application of incentive measures
to achieve efficient resource allocation, or creating new
development banks to ensure financing for sustainable development;

National
development finance institutions involved in the financing of
development to focus their purpose: (a) to adhere to the basic
principles of the new Basle Agreement (Basle II), highlighting
the need to apply special treatment to the development banks on
the basis of their particular nature; (b) to adequately train
their professional and technical staff; (c) to pay special
attention to adhering to good corporate governance, particularly
by providing transparency and accountability in all their
policies and operational practices and procedures; (d) to
concentrate on diversifying their banking and development
services in order to better satisfy the needs of their clients;
and, (e) to insist on the use of private sector approaches in
the management and administration of their operations, free from
the requirements of public sector procedures.

Get the
reincorporation of the Association of European Development
Financing Institutions (EDFI) and the Spanish institutions. As a
first approach in this direction, EDFi´s Headquarters (Brussels,
Belgium) were visited by the Secretary General of WFDFI, taking
advantage of trip made to Europe as Secretary General of ALIDE
(Latin America Association of Development Financing
Institutions). As a result of this, active correspondence is
being exchange between the Secretary General of the WFDFI and
EDFI´s Chairman.

The international
and regional development banks (World Bank, European Bank for
Reconstruction and Development, European Investment Bank,
African Development Bank, Asian Development Bank, Inter-American
Development Bank, and Islamic Development Bank) to join the
WFDFI as special members.

The WFDFI to
be invited to present the experiences of the development banks
at global forums organized by the United Nations and its
specialized bodies, the World Bank, etc., and to develop closer
operational links with those institutions.

The Annual Meeting of the WFDFI General Assembly to be held --
as often as possible -- at the time of the Annual Meetings of
the World Bank/International Monetary Fund.

Meetings of the Board of Governors
Following
convocations made last year, the Secretary General of the World
Federation will continue inviting the members meet as soon as
possible as Board of Governors. Also, they are going to be invited
to attend the next ALIDE General Assembly in Rio de Janeiro, Brazil,
June 2005.
